I haven't even played Persona 2 yet, so I don't really know what the deal is with Sunglasses Hitler, and I'd still throw money at the screen for him.

I hope they don't go to overboard with adding characters. The nice thing about Arc games is that they usually manage to make pretty much every character in the roster unique. 15 seems like a good number to me. We won't end up with a million rush-down characters that all play identically this way, yet we'll still have plenty of options.
