This match is very much in Mitsuru's favor. Yosuke generally needs to be close range for his normals to hit consistently. And Mitsuru can easily keep him at bay with her excellent pokes and ice chains. If a Yosuke decides to instead take to the air to get close, Mitsuru can simply summon a D Bufula (ice mirror) and hit him out of the air, or simply 2B him. Yosuke can use Transform Ripper to fake an overhead jump attack and possibly avoid the mirror though. But I'm sure a C Bufula (travles on the ground) would hit him out of any Transform Ripper attempts. Sukukaja is EXTREMELY unsafe against a Mitsuru because Yosuke can randomly run into any mirrors that Mitsuru may summon. Even if their blocked it would keep him in enough blockstun for her to move over to him and start poking.
In the end this match up is a very uphill battle for Yosuke

Yeah, from what I've seen it's very hard to fight against Mitsuru.
She can Moonlight(?) counterhit all of the Transform Ripper attempts, which is annoying.
Can't even get close her due to the superfast long range normals

Yes probably one of if not Yosuke's worst match up. Mitsuru has an answer for almost every one of his tools, while Yosuke has answers for hers as well, they can still be countered by simply using another method
I suppose the match-up changes slightly depending on the playstyles of both players.
I think what one would do is to try and bait reckless Moonlights. Some Mitsurus might do it expecting a Transform Ripper/Moonsault p.often.
Moonlight can shut down both an overhead or Transform Ripper but I wouldn't advise using it constantly. After once or twice the Yosuke player will simply jump and punished a blocked Moonlight. Having something onscreen, C/DBufulas or Marin Karin, would be more effective in keeping them wary of attack Ripper gimmicks they may try
The thing about this matchup is baiting and punishing. Just rushing in will get you absolutely nowhere; everything she has is faster and has longer range than what you have, and her space control is too good. The only thing you have on her is speed, and the ability to punish whiffs from distances that other characters can't. So, you have to go in and out of ranges and bait her. Get her to block a safe poke, then try to bait her reversals. 2C is fast, and you need the FC damage, so use it when you can. And stay on the ground if possible, as that gets right under ground whips and ice and you won't eat a super in the air.
Well, I mean, it is an absolutely horrible match. I played a very decent Mitsuru for ten matches and lost every one, even though they were all close.

So far, I don't think this matchup is horrible per se, but certainly in Mitsuru's favor. From what it seems, Mitsuru dominates at mid range, Yosuke has the advantage at short (~5A) range, and slight advantage at long range.
I think the ideal strategy here is to play a long range poke/keep away game using your superior mobility and aerial tools and force Mitsuru to come to you, then try to punish Mitsuru if she does something unsafe, and from there try to keep her pinned with your sustained rushdown. Trying to close in on her yourself is simply a bad idea, because she will stuff out everything at max range on her pokes. That said, your R-Action is a godsend at midrange. Mitsuru has to be very careful to not get knocked down by it or you will get in for free, which is pretty bad for her.
EDIT: I'm also not so sure about Sukukaja being bad in this matchup. I'm not positive,but I'm pretty sure you can dash past Bufulas, and it makes it easy for Yosuke to get into his ideal range. That is something that will reuire more experimentation, though.

I'm starting to think Yosuke just can't do jack in this matchup. Honestly what does he have that can beat out anything Mitsuru has? Pretty much nothing.
