After analyzing some godlike match videos:
My opinion on this matchup so far is that it's somewhat even, she can keep us out pretty easy with her godlike range and speed on said ranged attacks, but she has to take a lot of risks if we get in, she has a DP, but we can punish it HARD with a free fatal combo anywhere on the screen, I'm talking about 5k, and that's a lot to think about in this game.
One advantage Mitsuru has in this matchup though is her ability to tag our Tomoe calls pretty easy, Tomoe usually has quite a bit of startup, and even after Tomoe is doing her thing, Mitsuru can react to a whiffed Tomoe and tag her with her long ranged normals. This makes spacing much harder on Mitsuru, and as such it doesn't give us a free "In" like it might do against a few other characters.
If Mitsuru has meter, she can combo off of her DP, and do some pretty good damage, so be wary of that while trying to pressure her, meterless though I haven't seen her do anything off of it, so it's a tad more safe in that situation.
In essence though, this matchup is pure spacing Vs Rushdown, Chie is at a clear disadvantage until she gets in, at which point Mitsuru is at a clear disadvantage.
Okay someone explain this matchup to me cause I lost to a misturu player cause she kept me out and poke me all day how do u get in against her

Chie is pure rushdown, so you can't let them have space to do what they want. You need to keep the pressure up and never let it up.
