That is going to be one of the learning curves in the game, since most fighting games I've played use at least three buttons for normals directly tied to the character. Even Jojo's used 3 buttons for normals and the stand button IIRC.

Cam only use Persona 4 times, then you have to wait without no Persona in till the bar replenishes.
Only if you or your Persona get hit.
Which if you're spending a lot of time buffing yourself is a strong possibility.
