Furthermore, the supers I've seen players cancel into are mostly unsafe on block, so to make it totally safe would require 100 meter. Yeah, people do often get hit by a super-cancelled R-Action, but there are also examples of that tactic failing, followed by whoever used it getting punished. So, ultimately, it can catch people off-guard, but it's no get-out-of-jail-free card.
