Honestly I doubt it, but since we're getting the game a month from now on consoles anyways I don't think it matters anymore.
Hell I don't even think California has gotten a P4U cab in their arcades yet and they're usually the first to get new stuff.

Generally Arcsys games have been played on the PS2/3 so I'm going with PS3, but I know some tournament organizers only run 360 so.....
But non-capcom games haven't really had a difference between the two, so you can really practice on either one. I'll have both at my place for gatherings once the game hits home.
