Persona 4: Golden Will Travel To Europe In Spring 2013
North America gets Persona 4: Golden in November, but Europe will need to wait until 2013.

NIS America are going to be publishing the game in Europe, in collaboration with Index. Europeans can expect to see it in Spring 2013.

Meanwhile, North America will see Persona 4: Golden on November 20th.

After I arrested Adachi and defeated Disco Eye, Marie left me, and said I wouldn't remember her, so I can't ask about her. I was ranked 9, but decided to beat Adachi to get it out of the way. Then it skipped to the 23rd, and all the scripted events, and then she's gone. I can't contact her. Is she gone forever? If so, Can I get her dungeon still or not?

If you didn't max out her social link, you won't get to do her dungeon in February. As to whether she's gone forever, I haven't seen the epilogue without maxing her link, so I'm unsure if she still appears in the epilogue if you haven't maxed her link out. Really late reply. :|
